Question: My sister and her family are coming to Israel for Pesach. What should they do about Second-Day Chag?

Answer: My position is that if they are now making definite plans to come to Israel on aliyah - even if it be at a later date, but the plans are serious - or if they own property in Israel, they should only keep one day of Chag. 

Short of that, they should daven the way we daven in Israel and keep only one Seder. 

However, in my opinion they must keep a "day and a half," which means abstaining from all of the 'negative' commandments (such as handling money or traveling on the second day), but without any of the 'positive' commandments (like kiddush, havdalah or tefillot moed)

They should not eat chametz on the day after the last day of Pesach, but they should put on tefillin as we do in Israel.
